Notes to help you fill in this form.

If you drive a vehicle that is affected by the London Low Emission Zone (LEZ) and you wish to use the vehicle in the Zone, you must complete this form, print it out and post it to Transport for London (TfL). If the vehicle meets the minimum emissions standards of the LEZ, is exempt or qualifies for a 100% discount, you will not be required to pay a daily charge to use the vehicle in the Zone. The LEZ covers a much greater area than the London Congestion Charging Zone.

It is important that you read these notes carefully before you fill in the form.

1. How the Low Emission Zone works

The LEZ will be enforced through fixed and mobile cameras which will read your vehicle registration number plate as you drive within the LEZ and check it against a register of vehicles which meet the LEZ emissions standards, or are either exempt or registered for a 100% discount, or have paid the daily charge.

If your vehicle is affected by the LEZ, it must meet the minimum emissions standards of the LEZ AND be recorded on TfL’s register as compliant, 100% discount or exempt, in order to avoid any penalty charges.

All affected vehicles that do not meet the LEZ emissions standards, or qualify for an exemption or a 100% discount, must pay the daily charge if they are to be used within the LEZ.

3. When does the charge apply?

The LEZ will operate 24 hours a day, 7 days a week, every day of the year from 4 February 2008.

If you wish to use your vehicle in the LEZ and your vehicle is not registered with TfL as meeting the required emissions standards, exempt or 100% discount, then you must pay the daily charge.

You can pay the daily charge up to 64 working days before the day of travel, on the day of travel or up to midnight on the first working day after you travel.

The charge can be paid online at tfl.gov.uk/lezlondon or by calling (+44) 20 7310 8998.

The charge is £200 for lorries, buses and coaches and £100 for large vans and minibuses, for each day that the vehicle is driven within the zone.

4. Who qualifies for a discount or exemption?

A small number of vehicles will be granted an exemption or 100% discount from the LEZ.

Exemptions are granted by TfL to:

100% discounts are granted by TfL to Showman’s vehicles which have been custom built and are permanently fitted with equipment forming part of the show.

5. Documents we need to see when you register

You will need to provide the following documents with your registration form:

AND, if applicable, at least one or more of the following:

  1. If the vehicle qualifies for a 100% discount because it is a Showman’s vehicle which has been custom built and permanently fitted with a special type of body or superstructure forming part of the equipment of the show, you need to provide at least four photographs of the vehicle, one from each angle: front, back and both sides. The photographs must be of a quality to allow TfL to assess whether the vehicle meets the criteria for specialist construction set out above. The vehicle registration mark (VRM or number plate) must be visible in one of the photographs. If there is any specialised equipment fitted inside or underneath the vehicle, a photograph to show this should also be provided.
  2. If the vehicle has had an abatement device fitted, a photocopy of an Inspection Certificate.
  3. If the vehicle was registered as new prior to 1 October 2001 but has an engine that achieves Euro III / 3 emissions standards or better, a photocopy of the vehicle Type Approval Certificate or the engine Type Approval Certificate from one of the TfL recognised manufacturers (please see tfl.gov.uk/lezlondon for the current list of approved engines).
  4. If the vehicle has had a fuel conversion so that it runs on gas, a photocopy of the Certificate of Fitting or an Inspection Certificate. A gas conversion must be a conversion to liquefied petroleum gas (LPG) or natural gas (either compressed (CNG) or liquefied – (LNG)) with a spark ignition and includes both monofuel and bi-fuel.

Note – All the photocopies you send us as proof must be clear otherwise we may ask you for more proof. We will not return your proofs to you so please do not send original documents.

6. How to register

Sections 1, 2 and 4 are mandatory sections and must be completed and a copy of the vehicle registration document must be supplied with every registration form. Section 3 only needs to be completed if applicable to the vehicle, with copies of supporting evidence.

What happens next?

Please allow 10 working days for us to process your registration. If your registration is successful, we will send you a letter to tell you that your vehicle is compliant with the LEZ, exempt or 100% discount.

Until you receive that letter you will have to pay the LEZ charge at the standard daily rate if you are using the vehicle in the LEZ.

Caution

TfL take fraud very seriously and will be carrying out verification of the information supplied including on-street inspections and checks. Do not complete this form unless you believe the vehicle meets the LEZ emissions standards, qualifies for an exemption or, the vehicle is a Showman’s vehicle that is eligible to qualify for the 100% discount from the LEZ. TfL may prosecute those found committing fraud.

Data Protection

TfL and its agents will process your information for the operation of the LEZ scheme. Processing will include the use of cameras to record data. Your information may be disclosed to or requested from the Driver Vehicle and Licensing Agency (DVLA), the Vehicle and Operator Services Agency (VOSA), the Society of Motor Manufacturers and Traders (SMMT), law enforcement agencies and other organisations for the administration and enforcement of the scheme, the prevention and detection of crime, and protection of public funds. TfL randomly selects and monitors vehicles subject to a discount or exemption to identify possible fraudulent use. If you persistently fail to pay LEZ daily charges due or attempt to defraud the scheme, TfL may record your vehicle’s movements and may disclose relevant details to law enforcement agencies, to assist in tracing persistent evaders and those committing fraud.

Low Emission Zone Vehicle Registration Form

Use this form if your vehicle is affected by the Low Emission Zone (LEZ) and Transport for London (TfL) does not have all the relevant details of your vehicle on their database. TfL hold records for most GB registered vehicles. You can check the information held by TfL using the compliance check at tfl.gov.uk/lezlondon or by calling (+44) 20 7310 8998.

Areas in bold are compulsory fields and must be completed. Sections 1, 2 and 4 are compulsory. A photocopy of the vehicle registration document must be supplied with the form otherwise your application will be rejected.

By signing this form, I certify that I fully understand the criteria for registering a vehicle affected by the London Low Emission Zone (LEZ) with Transport for London (TfL) as set out in the guidance notes. The details given on this form are to the best of my knowledge true and correct and I understand that filing a false declaration knowingly and wilfully is a criminal offence for which I may be prosecuted.

In accordance with the requirements of the LEZ Scheme Order I undertake to notify TfL of any change in circumstances that may affect the validity of the vehicle to travel in the LEZ without paying the daily charge.

By signing this form, I confirm that I am aware of the data protection information provided in the guidance notes to this form. Where TfL requires verification from a third party (relevant third parties are listed in the guidance notes), I request that the appropriate third party provide TfL with the information required to verify that the information I have supplied on this form is correct. I understand that TfL needs to identify possible fraudulent statements of emissions standards and use of the discount. I accept that this may include on-street checks and the analysis of the movements of randomly selected vehicles in the LEZ. I agree that if I have applied for a discount or exemption to which the vehicle is not entitled, TfL may disclose relevant details to Law Enforcement agencies. I understand that TfL may share data provided in the form with other Local Authorities and the Police for the prevention and detection of crimes and the protection of public funds.

I understand that the vehicle details included in this application will not be updated on TfL’s register until I have received written confirmation from TfL of the outcome of this application. If the vehicle travels within the LEZ before the vehicle registration is approved, and the daily charge is not paid, I understand that the registered keeper may be liable to pay a Penalty Charge.

I understand and accept that Authorised Officers working on behalf of TfL may ask to inspect the vehicle before or after issue of a compliant or discount status or exemption to confirm I have given correct information. If this consent is not given, TfL may not issue the vehicle with a compliant or discount status or exemption or the compliant or discount status or exemption may be withdrawn.
