ULEZ - Help
To help improve air quality, an Ultra Low Emission Zone (ULEZ) will be in place in central London from 8 April 2019. Most vehicles including cars and vans will need to meet new, tighter exhaust emission standards or pay a daily charge to travel within the area of the ULEZ.
Vehicles need to meet the different emission standards for the ULEZ based on their vehicle type, and the type of emission.
What are the standards?
TfL would prefer that you use a vehicle that meets the new emissions standards rather than pay a daily charge.
Euro standards, which first appeared in 1992, are a range of emissions controls that set limits for air polluting nitrogen oxides (NOx) and particulate matter (PM) from engines. New vehicles and road vehicle engines must show that they meet these limits to be approved for sale.
The ULEZ standards are:
Euro 3 for motorcycles, mopeds, motorised tricycles and quadricycles (L category)
Euro 4 (NOx) for petrol cars, vans, minibuses and other specialist vehicles
Euro 6 (NOx and PM) for diesel cars, vans and minibuses and other specialist vehicles
Lorries, vans or specialist heavy vehicles (over 3.5 tonnes) and buses, minibuses and coaches (over 5 tonnes) do not need to pay the ULEZ charge. They will need to pay the LEZ charge if they do not meet the LEZ emissions standard.
Euro 3 became mandatory for all new motorcycles in 2007
Euro 4 became mandatory for all new cars in 2005 and light vans in 2006
Euro 6 became mandatory for all new heavy duty engines for goods vehicles and buses from January 2014, September 2015 for cars and light vans, and September 2016 for larger vans up to and including 3.5 tonnes gross vehicle weight.
LEZ - Help
The Low Emission Zone (LEZ) covers most of Greater London and operates 24 hours a day, every day of the year. It was introduced in 2008 to encourage the most polluting heavy diesel vehicles in the Capital to become cleaner.
The aim of the LEZ is to improve air quality in London by deterring the most polluting vehicles from being driven in the area. The vehicles affected are older diesel-engined trucks, buses, coaches, large vans, minibuses and other specialised vehicles that are derived from trucks and vans such as motor caravans and motorised horse boxes.
Cars, motorcycles and small vans are not included in the LEZ.
LEZ emissions standards
From 4 February 2008, a standard of Euro III for particulate matter (PM) for lorries over 12 tonnes
From 7 July 2008, a standard of Euro III for PM for lorries over 3.5 tonnes, buses and coaches
From 3 January 2012, a standard of Euro 3/III for PM for larger vans and minibuses
From 3 January 2012, a standard of Euro 4/IV for lorries over 3.5 tonnes, buses and coaches
From 1 March 2021, a standard of Euro VI for PM and nitrogen oxides (NOX) for lorries, motor caravans and horseboxes over 3.5 tonnes, and buses and coaches more than 5 tonnes
As of 01 March 2021 the LEZ emissions standards for HGVs, vans and other specialist heavy vehicles over 3.5 tonnes (GVW) as well as for buses, minibuses and coaches over 5 tonnes (GVW) changed from Euro IV for particulate matter (PM) to Euro VI for PM and nitrogen oxides (NOX). These vehicles need to meet the Euro VI emission standard or pay a daily charge. You can check your vehicle and find out about the options to help you prepare at www.tfl.gov.uk/lez
